A dangerous stretch of weather is expected to continue across parts of the United States as a stalled plume of tropical moisture raises the risk of major flash flooding along the Carolina and Virginia coasts, while the remnants of Tropical Storm Bertha bring storm surge, gusty winds, and possible flooding into parts of Texas.

Meteorologist Max Schuster, host of the Max Velocity – Severe Weather Center, warned that the country had “a very active next 48 hours ahead,” with the most serious concerns centered on repeated heavy rain rather than a widespread tornado outbreak.

The forecast has taken a notable turn because the threat is no longer limited to one storm system or one region. Moisture feeding into the East Coast could produce locally extreme rainfall through Friday, while Bertha may carry another area of tropical moisture toward South and East Texas on Thursday.

Farther ahead, Schuster said another dip in the jet stream could bring severe weather back to the Midwest, Ohio Valley, and Northeast during the final days of July.

Dangerous Flooding Threat Continues Into Thursday

Schuster said heavy showers and thunderstorms would continue moving over many of the same areas from North Carolina into Virginia through Thursday morning, afternoon, and evening.

The repeated nature of the rain is the main concern.

Instead of one fast-moving storm, communities may experience several rounds of rainfall passing over the same roads, neighborhoods, and drainage systems. That pattern, often described as training, can cause water to rise quickly even in places that do not usually see major flooding.

Schuster said the rain may not fully wind down until sometime Friday.

Areas near the Carolina coastline and southeastern Virginia appear to face the highest danger, including places near Virginia Beach, Williamsburg, Cape Charles, and surrounding communities.

Some locations could receive only one to three inches, but localized totals may become much higher.

The meteorologist said isolated areas could approach seven, eight, or even nine inches of rain, with a few spots potentially receiving anywhere from half a foot to nearly a foot.

Those extreme totals will not occur everywhere, but it takes only one narrow corridor of repeated thunderstorms to create a serious flash-flood emergency.

Schuster urged drivers to avoid flooded roadways and repeated the familiar warning to “turn around, don’t drown.”

That advice can sound routine until water begins covering a familiar road. Flood depth is difficult to judge at night or during heavy rain, and moving water can quickly carry a vehicle away.

Coastal Communities Face the Highest Risk

The greatest flooding concern extends through low-lying parts of North Carolina and Virginia, where many communities are already vulnerable because of flat terrain, rivers, tidal areas, and poor drainage.

Schuster said the amount of moisture available in the atmosphere could make this a dangerous event even if the storms do not produce widespread damaging winds or tornadoes.

That distinction matters.

A weather day does not need a major severe-weather label to become deadly. Slow-moving rain can create more damage than a stronger storm that passes through quickly.

The forecast showed rainfall expanding Thursday, with amounts becoming more widespread across portions of the Carolinas and Virginia.

Even areas farther inland, including locations near Winston-Salem, could receive several inches of rain.

Closer to the coast, the risk becomes more concentrated and potentially more severe.

Schuster described the setup as one that could produce significant flash flooding over the next 24 to 48 hours, especially in communities where water collects quickly.

Residents in basements, mobile homes, creek valleys, and other low-lying areas should pay close attention to warnings because conditions can change much faster than a broad regional forecast suggests.

The most important part of this forecast is not the exact rainfall number printed over one town. It is the possibility that a narrow band of storms could remain in place longer than expected.

Bertha May Bring Moisture Toward Texas

Tropical Storm Bertha had strengthened in the Gulf of Mexico, reaching maximum sustained winds of about 60 mph, according to Schuster.

Although that placed the storm relatively close to hurricane strength, he said people should not become overly alarmed because strong wind shear was pulling the system apart.

The deepest thunderstorms were displaced away from the center of circulation, preventing the storm from organizing efficiently.

Schuster said that separation was a fortunate development because Bertha might otherwise have become a hurricane.

As the system continues westward, it is expected to weaken, but its moisture could still create problems.

By Thursday, the circulation may move near or over the western Gulf Coast, with a possible second landfall somewhere closer to the Texas coast.

Schuster said the exact location remained uncertain.

If the system spends enough time over water, it may remain organized long enough to carry a band of tropical moisture toward Houston, Corpus Christi, and surrounding parts of South and East Texas.

That could create a localized flooding threat Thursday.

The overall rainfall totals from Bertha were not expected to be especially large for a tropical system. Many places may receive less than an inch, while a few could see two to four inches.

Still, tropical rain is often uneven, and one slow-moving band can create flooding even when the regional average remains low.

Storm Surge Remains Bertha’s Main Concern

Schuster said storm surge was likely to be the most significant remaining impact from Bertha along the Gulf Coast.

Water levels could rise as much as four feet in some areas from the mouth of the Mississippi River toward the Mississippi-Alabama border.

Other stretches of coastline, including parts of Louisiana, Mississippi, Alabama, and the western Florida Panhandle, could see up to three feet of surge.

Although the strongest period of wind will begin fading through Thursday, elevated water may continue along the Louisiana coast.

That means coastal flooding can remain a problem even after the center of the storm has weakened or moved away.

Winds near the weakening circulation may still gust between 40 and 55 mph, with isolated higher gusts in outer bands.

Schuster said inland impacts should remain much more limited, especially compared with stronger hurricanes that have affected the Gulf Coast in recent years.

He described Bertha as a relatively minimal tropical storm, but that does not mean the coast can ignore it.

A weaker storm can still flood low roads, push water into marinas, damage boats, and create hazardous conditions near bays and barrier islands.

The storm’s uneven structure also makes impacts difficult to judge by distance from the center alone. Some communities may see very little, while a nearby area experiences a sudden burst of wind or heavy rain.

Severe Weather Should Ease Before Returning

Outside the flooding zones and Bertha’s remaining path, Schuster said the broader severe-weather threat should become quieter through the end of the week.

A ridge building over the southern Plains is expected to suppress widespread storm development across much of the country.

That should provide a temporary break after several active days.

However, the quieter period may not last long.

By late in the weekend and early next week, another significant dip in the jet stream could move across the Midwest and Ohio Valley.

Schuster said that pattern may support renewed severe-weather events around Monday, Tuesday, and Wednesday.

The potential corridor would extend from parts of the Midwest into the Ohio Valley and Northeast.

Specific hazards, timing, and locations remain uncertain this far in advance, but the upper-level pattern suggests the final days of July could become active again.

Schuster also said the unsettled pattern may continue into early August.

That does not guarantee another tornado outbreak or major wind event, but it means residents should not assume the current flooding episode marks the end of the stormy pattern.

The Biggest Threat Is Water, Not Wind

The forecast includes several hazards, but the clearest message for Thursday and Friday is that flooding deserves the most attention.

Bertha’s winds are expected to weaken, and the larger severe-weather risk has become less widespread.

The heavy rain along the East Coast, however, may continue for another full day or longer.

That is the kind of threat people sometimes underestimate because it unfolds gradually.

A road may look passable in the morning and become covered by fast-moving water a few hours later. A creek that has remained within its banks through several storms may suddenly overflow after one final round.

Schuster’s forecast suggests that some communities will receive manageable rain, while others only a short distance away may experience extreme totals.

That uncertainty is exactly why watches and warnings should be treated seriously.

The next phase of the forecast will be shaped by where the heaviest rain bands stall, whether Bertha’s circulation reaches open water again before approaching Texas, and how quickly the East Coast moisture finally begins to move away.

For now, the most immediate concern stretches from the Carolinas into Virginia, where repeated rainfall may continue through Thursday and into Friday.

Bertha remains a secondary but still important threat along the Gulf Coast and possibly into Texas.

After that, attention will begin shifting back toward the Midwest and Ohio Valley, where another active severe-weather pattern could develop during the final week of July.

Schuster’s warning about a very active 48 hours reflects more than one storm. It describes a forecast in which tropical moisture, coastal flooding, storm surge, and the early signs of another severe-weather setup are all unfolding at once.
