New passenger cars and vans registered in the European Union must now include technology designed to monitor whether drivers are distracted or drowsy, a requirement that automotive expert Lauren Fix says raises serious questions about privacy, cost, and how quickly similar systems could become mandatory in the United States.

In a report for her Car Coach Reports channel, Fix said the latest stage of Europe’s General Safety Regulation took effect on July 7, 2026, requiring new vehicles to include an advanced driver distraction warning system that uses an interior-facing camera or related sensors to study the driver’s face while the vehicle is moving.

The systems are intended to detect where the driver is looking, how long their attention has moved away from the road, whether their eyes suggest fatigue, and whether their head position indicates distraction. Fix said they can begin operating at about 20 kilometers per hour, or roughly 12 mph, before issuing warnings when the software decides the driver is no longer paying enough attention.

Although the stated purpose is to prevent crashes, Fix argued that placing the necessary cameras, infrared sensors, and processing technology inside nearly every new vehicle creates capabilities that could later extend well beyond a simple warning.

Fix said the driver-monitoring requirement is part of a broader European safety package that also includes stronger automatic emergency braking systems, better detection of pedestrians and cyclists, additional safety glass, and tougher real-world tire testing.

European officials have connected those measures to the goal of eliminating road deaths by 2050, and the case for reducing distraction is not difficult to understand. Drivers looking at phones, falling asleep, or becoming absorbed in large infotainment displays can cause devastating crashes within seconds.

Fix acknowledged that almost everyone supports the goal of preventing those collisions, but she questioned whether constant facial monitoring is the best or most limited way to accomplish it.

She described the new systems as a substantial step beyond older reminders that suggested a driver take a break after several hours on the road. Instead of relying mainly on steering patterns or elapsed time, the newer technology uses cameras and infrared sensors to observe the driver directly and make a continuing judgment about alertness.

“The car is now watching you as much as you’re watching the road,” Fix said.

That description may sound dramatic, but it captures the basic shift involved. The vehicle is no longer only responding to its surroundings or mechanical condition; it is also evaluating the person behind the wheel.

Fix Says the Current System Is Supposed to Remain Closed

According to Fix, the European system is officially intended to operate within the vehicle, with information processed locally rather than continuously uploaded to an outside company, insurance provider, or government database.

The camera is supposed to trigger alerts for the driver rather than function as a permanent recording device, and Fix noted that there is no current requirement giving authorities routine access to the information.

Her concern is what might happen after the hardware becomes standard.

Once cameras, sensors, and software are installed in millions of cars, she argued, regulators or companies may later decide that more data should be stored, shared, or connected to other safety systems.

That possibility should not be treated as proof that such expansion will happen, but it is a legitimate policy question. Technology originally introduced for a narrow purpose often gains new functions through software updates, revised laws, or commercial agreements, particularly when the physical equipment is already present.

The important issue is therefore not only what the camera does when the car is sold, but what legal protections prevent its use from changing years later.

The United States Has Already Moved in a Similar Direction

Fix said American drivers should not assume the European mandate will remain overseas, pointing to provisions in the 2021 federal infrastructure law calling for advanced technology intended to prevent impaired driving.

She described those systems as part of the same broader direction toward monitoring a driver’s condition inside the vehicle, although the exact technology and federal requirements in the United States remain under development.

The National Highway Traffic Safety Administration has said passive impaired-driving detection is not yet ready for full deployment, according to Fix, but she argued that the policy direction is already visible.

Many American vehicles also contain some form of driver-monitoring technology today.

Tesla, for example, uses cabin cameras and other checks to determine whether a driver appears attentive while using Autopilot or Full Self-Driving features, while several other manufacturers use infrared cameras to watch eye or head movement during hands-free or partially automated driving.

The major difference is that these systems have often been linked to optional features or specific models rather than required across nearly every new vehicle.

Fix said a mandate changes the relationship because consumers can no longer avoid the technology simply by choosing another trim level or declining an advanced driver-assistance package.

Safety Benefits Come With Privacy Questions

The strongest argument for driver monitoring is that it may prevent a distracted or exhausted person from drifting out of a lane, failing to notice stopped traffic, or striking a pedestrian.

Modern vehicles already contain touchscreens, phone connections, navigation systems, and other features that compete for attention, and Fix said she would prefer manufacturers to reduce some of those distractions rather than adding another system to monitor the driver’s reaction to them.

Her larger concern involved the information such cameras could potentially generate.

A system capable of deciding whether a person is looking at the road may also be able to record eye movements, blinking, facial position, head direction, and exact moments of distraction or fatigue. Depending on how it is designed, that information could become useful to insurers, automakers, data brokers, law enforcement agencies, or advertisers.

Fix connected the issue to earlier reports that some automakers had shared driving behavior such as acceleration, hard braking, speeding, and late-night trips with outside data companies that supplied information to insurers.

She argued that adding a cabin camera creates another possible layer of evidence, allowing companies to connect a driving event with what the person inside the vehicle appeared to be doing at the time.

The current European rules may restrict that use, but the concern deserves clear answers rather than broad assurances. Drivers should know what is collected, whether anything is stored, how long it remains available, and whether consent can be withdrawn.

The Technology May Add More Cost

Fix also warned that mandatory hardware will eventually be reflected in vehicle prices.

Interior cameras, infrared emitters, processors, software development, testing, repairs, and regulatory compliance all cost money, and manufacturers generally pass those expenses to buyers.

The increase for any individual system may not be enormous, but it joins a growing list of required technologies in vehicles that are already increasingly expensive to buy and repair.

A damaged camera or sensor could also create additional service costs if the system must be calibrated after windshield work, interior repairs, electrical problems, or a collision.

Fix said suppliers of monitoring hardware and software gain a guaranteed market once governments require the technology, while automakers can satisfy regulations and build the cost into the sticker price.

Her criticism was that consumers carry most of the financial and privacy risks while having limited ability to refuse the feature.

That does not make every safety mandate unjustified, since seat belts, airbags, backup cameras, and anti-lock brakes also increased costs while saving lives. The question is whether the safety benefit is strong enough and the privacy rules strict enough to justify constant monitoring inside the cabin.

Fix Connects Cabin Cameras to a Wider Surveillance Network

The Car Coach Reports host placed the European mandate within what she sees as a broader expansion of vehicle surveillance, including roadside license-plate readers, connected-car data, telematics programs, and possible remote immobilization systems.

She pointed to camera networks capable of identifying more than a license plate, including a vehicle’s color, model, markings, and other visible details, with information sometimes shared across multiple law enforcement agencies.

Fix argued that external tracking systems and internal driver cameras could eventually combine into a much more detailed picture of a person’s movements and conduct.

Her language at times went further, describing the trend as the construction of a permanent surveillance system under the banner of public safety.

That conclusion is partly speculative, and there is an important difference between equipment having a capability and authorities actually receiving lawful access to it. Still, the growth of connected vehicles makes those boundaries increasingly important to establish before the systems become universal.

Privacy protections are easier to write before data collection becomes routine than after companies and agencies have built processes around using it.

Drivers Should Ask What the Camera Actually Does

Fix encouraged car buyers to ask dealers and manufacturers specific questions rather than accepting a general description such as “driver attention system.”

Consumers should determine whether the camera records video, whether facial images ever leave the vehicle, what information is stored after an alert, and whether the system can be disabled or limited.

She also advised reading vehicle privacy policies and data-sharing disclosures, even though those documents are often long and difficult to understand.

For buyers who remain uncomfortable, Fix suggested considering used or certified pre-owned vehicles built before the newest monitoring requirements become widespread.

That advice may be practical in the short term, although older vehicles will gradually become less available and may lack other modern safety improvements.

A better long-term solution would be clear legislation requiring informed consent, limiting secondary uses, preventing insurance or advertising access without permission, and guaranteeing that manufacturers cannot quietly expand monitoring through later software updates.

The Debate Is Likely to Reach American Drivers

Fix emphasized that she is not opposed to technology that reduces crashes, noting her long support for stronger vehicle safety standards and better consumer information.

Her objection is to making surveillance-capable hardware universal without a wider public discussion about control of the resulting data.

Europe has chosen to require systems that monitor the driver more closely, while the United States is still deciding how impaired- and distracted-driving technology should work at the federal level.

That gives American regulators an opportunity to study whether the European approach prevents crashes, how often the systems produce false warnings, what they add to vehicle costs, and whether the promised privacy protections remain effective.

Driver-monitoring cameras may ultimately prove useful, particularly as partially automated vehicles require people to remain ready to take control. Their presence, however, should not automatically give manufacturers, insurers, or authorities access to a detailed record of life inside the car.

The central question raised by Fix is therefore not simply when the technology will reach the United States, because versions of it are already here. It is whether American drivers will receive enforceable privacy protections before monitoring becomes standard equipment that can no longer be avoided.
