Cities are beginning to consider garbage trucks as more than vehicles that collect trash, with some local governments exploring artificial intelligence cameras that could scan homes and yards for code violations during regular pickup routes.
American attorney and podcaster Steve Lehto discussed the trend on his show Lehto’s Law after reviewing a report by Rex Edison about Cape Coral, Florida, where officials are considering mounting AI-powered cameras on sanitation vehicles.
The proposed system would look for problems such as overgrown lawns, illegal dumping, graffiti, boarded windows, peeling paint, and other signs of possible blight. Human code inspectors would then review anything flagged by the software before a warning or fine was issued.
Lehto said Cape Coral is not alone. Dallas has set aside more than $850,000 for a similar project, pending full city council approval, while Stockton, California, is already developing its own program.
The technology is being promoted as an efficient way to help understaffed departments, but Lehto said the larger question is what cities might collect along with pictures of tall grass and damaged property.
Garbage Trucks Offer an Ideal Surveillance Platform
Sanitation trucks move slowly, visit nearly every residential street, and stop in front of houses on a predictable schedule.
That makes them useful platforms for cameras because the city already sends them through neighborhoods every week. A code enforcement vehicle might pass through occasionally, while a garbage truck has repeated and close access to the same properties.
Lehto described the proposal in simple terms: attach a camera to a truck, point it toward homes, and let software scan each property as the vehicle completes its normal route.

A system like this could create a large visual record without sending additional employees into the field. For officials concerned about illegal dumping or neglected properties, that efficiency may be attractive.
However, the ordinary nature of a trash truck is also what makes the proposal feel unsettling. Residents may barely notice it passing, even while it is photographing and evaluating their homes.
Unlike a visible code inspector walking up a driveway, the surveillance could become part of the background of neighborhood life.
Officials Say Humans Would Review the Results
According to the report discussed by Lehto, the AI would not directly issue citations.
Cameras would continuously capture images along collection routes, while software would flag possible violations. Experienced code officers would review the images and decide whether the system had identified a real problem.
Cape Coral officials have described the technology as a tool to assist employees rather than replace them. City leaders argue that photographs could create objective records and allow a small workforce to inspect far more properties.
There is some merit to that argument, Lehto acknowledged. A camera could document conditions clearly, while workers could focus their attention on locations that appear to need further review.
Still, AI systems can misunderstand what they see. Shadows, temporary objects, landscaping choices, construction materials, or unusual camera angles could all lead to false alerts.
The accuracy issue becomes more complicated because some code rules are clearer than others. Grass height may be defined in inches, but terms such as “blight” can involve more judgment.
Lehto questioned how the software would be trained and what standards it would use when deciding that a home looked neglected.
That concern is reasonable because computers often struggle with context. A human inspector may recognize that debris is part of an active repair project, while software may simply label the same scene as a violation.
Privacy Concerns Go Beyond Tall Grass
Lehto’s larger worry was that the cameras would inevitably record much more than the conditions listed in a code enforcement program.
A truck driving past a house could capture residents, visitors, parked vehicles, children playing, political signs, medical equipment, construction work, and other details that have nothing to do with trash collection.
The attorney asked what would happen when police later requested old footage from a particular address. If the video were stored, law enforcement might seek days, weeks, or months of images showing activity around the home.

The original purpose might be weeds or peeling paint, but the archive could become useful for investigations that were never discussed when the system was approved.
This is often called “function creep,” when technology introduced for one limited reason gradually expands into other uses.
Lehto compared the garbage truck proposal with privately owned Ring doorbells. A homeowner chooses to place a doorbell camera on personal property, while a government camera repeatedly scanning that property from the street is imposed without the resident making that choice.
The difference matters. People generally understand that they may be seen in public, but routine observation is not quite the same as being photographed, analyzed, classified, and stored by an automated government system.
Existing Camera Networks Offer a Warning
Lehto connected the garbage truck idea to the rapid spread of Flock Safety cameras across the country.
He said tens of thousands of AI-enabled cameras are already operating in American communities, including locations in Florida. These systems do more than read license plates.
According to the material Lehto discussed, the cameras can build what were described as “vehicle fingerprints,” recording a car’s make, body style, decals, bumper stickers, and other visual features.
Some systems can also perform convoy analysis, which identifies vehicles that repeatedly appear near one another.
Lehto found that detail especially concerning because freedom of association is constitutionally protected. A system that records which cars travel together could reveal friendships, political activity, religious attendance, or other personal relationships.
He referred to concerns from the American Civil Liberties Union about AI systems evaluating people and vehicles for possible links to organized crime.
Lehto also mentioned reports that some cities had difficulty disabling data sharing on existing camera networks and eventually covered cameras with garbage bags.
That image captures the problem neatly: the technology can be installed faster than officials learn how to control it.
Once cameras are operating and information begins flowing between agencies, reversing the system may be far more difficult than approving it in the first place.
Lehto Recalled Police Scanning Highway Traffic
Lehto also described seeing a police vehicle covered with scanning equipment while traveling on Interstate 75 in Michigan.
He said the vehicle appeared to move between lanes and allow cars to pass, not to stop speeders but seemingly to capture license plates as traffic flowed around it.
The officer did not pull anyone over during the period Lehto watched. Instead, the vehicle appeared to be gathering information.

That experience reinforced his sense that surveillance has become less visible and more routine. A driver may pass a police car without realizing that specialized equipment is recording and analyzing the vehicle.
Camera technology has also improved dramatically. Older surveillance video was often blurry, dark, or nearly useless, while small modern cameras can capture detailed high-definition footage at relatively low cost.
As prices continue to fall, cities will face fewer technical barriers to installing these systems. The central question will no longer be whether they can do it, but whether they should.
“Just because it’s easy to install doesn’t mean it ought to be installed,” Lehto said.
A Weekly Audit of Every Property
Cape Coral’s plan remains under consideration, while the programs in Dallas and Stockton appear to be moving further along.
Supporters may see the cameras as a practical way to identify neglected properties, illegal dumping, and safety concerns without hiring large numbers of new inspectors.
Residents, however, may see each collection day as a rolling audit of their homes.
That tension is what makes the issue more complicated than a simple argument between technology and privacy. Cleaner neighborhoods and better enforcement are legitimate goals, but so are limits on how government collects and stores information about people who have done nothing wrong.
Lehto said there was something inherently “creepy” about a garbage truck examining every house it passed, especially if the system could notice details a human worker would normally ignore.
The most important safeguards would need to address what is recorded, how long the footage is kept, who can access it, whether it can be shared, and whether residents have any ability to challenge a mistaken flag.
Those rules should exist before the cameras begin operating, not after cities discover that the systems are collecting more than expected.
For now, the idea may sound like a narrow tool for spotting weeds and broken windows, but Lehto warned that cheap, mobile surveillance has a way of growing beyond its original purpose.
A garbage truck once passed a home, collected waste, and moved on. Under these proposals, it could soon leave with a detailed photographic record of everything it saw along the way.
