A new White House directive could make it easier for Americans to repair their own vehicles, use independent mechanics, and buy aftermarket parts without facing the restrictions that have increasingly followed modern cars into the software era.
Automotive expert Lauren Fix, host of Car Coach Reports, said President Donald Trump signed a presidential memorandum directing the Environmental Protection Agency to reduce federal barriers affecting vehicle repairs and aftermarket emissions equipment.
Fix described the order as a major change in the national right-to-repair debate, although she stressed that it does not create a new federal right-to-repair law or rewrite the Clean Air Act.
Instead, the memorandum asks the EPA to clarify which emissions-related repairs owners can legally perform, develop more certification options for aftermarket parts, and reconsider some enforcement actions involving good-faith repairs.
According to Fix, the move came shortly after Ford, General Motors, and Stellantis executives traveled to Washington to make their own case about vehicle repair policy. She argued that the industry’s attempt to preserve greater control may have produced exactly the opposite outcome.
Fix Says the Real Fight Is About Control
Right to repair is often presented as a fight over whether someone can change oil, replace brake pads, install a water pump, or rebuild an engine at home.
Fix said those familiar repairs are only a small part of the issue.
The larger fight concerns access to the software, diagnostic information, telematics, special tools, and vehicle data that mechanics increasingly need before they can complete even ordinary work.

Modern cars are no longer purely mechanical machines. They are connected computers that receive software updates, communicate with manufacturers, collect data, and depend on digital systems for everything from emissions controls to advanced driver-assistance features.
That technology can improve safety and reliability, Fix acknowledged, and cybersecurity concerns should be taken seriously.
However, she questioned why the industry’s proposed solution repeatedly centered on limiting access rather than creating stronger training programs or secure access for qualified independent technicians.
“If that’s really the concern, why wasn’t the conversation focused on technician training or certifications?” she asked.
That is an important distinction. Protecting a vehicle from hackers is reasonable, but cybersecurity should not become a broad excuse for preventing legitimate shops from obtaining the information needed to diagnose a customer’s car.
Dealership Service Is a Major Source of Revenue
Fix said automakers and dealerships have powerful financial reasons to keep owners returning after a vehicle leaves the showroom.
Although new-car sales attract most of the attention, she said service, maintenance, parts, warranty work, diagnostics, and software updates help keep dealership businesses operating.
She claimed that only about 30 out of every 100 vehicles sold return to the dealership for service, while the remaining 70 are repaired elsewhere.

That work goes to independent garages, national repair chains, fleet maintenance operations, specialty shops, or owners working on their own vehicles.
Fix argued that manufacturers would like to capture a larger portion of that business.
The auto industry has never serviced every vehicle it sells, she added, because dealerships lack enough technicians and service bays to handle all of them. Many customers already wait weeks for appointments.
Independent repair is therefore not a minor side market. It is part of the basic system that keeps millions of vehicles operating.
Restricting access to data or tools would not merely inconvenience hobbyists. It could reduce the number of shops able to perform repairs, lengthen waiting times, and leave drivers with fewer choices.
Competition generally benefits vehicle owners because it pressures businesses to improve service and control prices. When one repair channel becomes the only realistic option, the customer loses much of that leverage.
Massachusetts Put Vehicle Data at the Center
Fix traced the modern battle back to Massachusetts, where voters approved a right-to-repair measure that allowed owners to decide who could access the information needed to fix their vehicles.
She said many people believed the vote had settled the issue, but the conflict simply moved away from the public and into meetings with lawmakers and lobbyists.
The language of the debate also changed.

Instead of discussing alternators and spark plugs, the industry began focusing on connected cars, telematics, software, vehicle data, and cybersecurity.
Fix highlighted proposed federal legislation known as H.R. 7389 as part of a wider debate over wireless information transmitted between vehicles and manufacturers.
That data can help identify problems, calibrate safety systems, perform updates, and guide repairs. If independent mechanics cannot access it, they may be unable to compete even if they have the physical skills and equipment to complete the job.
Fix said this is where right to repair becomes a question about ownership.
A person may own the metal, engine, wheels, and interior, but the manufacturer can still control the digital information necessary to keep the vehicle working.
The problem will grow as cars become even more dependent on locked software and remote connections.
Twenty years ago, Fix said, a manufacturer might influence repairs by limiting access to a service manual. Today, it can control software. In the future, it may be able to control access to the vehicle itself.
Automakers Took Their Case to Washington
Fix said the CEOs of Ford, General Motors, and Stellantis met with Trump in Washington before the memorandum was issued.
She characterized their proposal as an attempt to shape right-to-repair policy in a way that protected the manufacturers’ role in the service market.
Ford CEO Jim Farley drew particular criticism after arguing, according to Fix, that consumers should not repair modern vehicles because of safety and cybersecurity risks.
Fix said she was surprised by the position because Farley is often viewed as an automotive enthusiast.
She acknowledged that unsafe work and computer security are real concerns, but pointed out that independent technicians already repair advanced electrical systems every day.
Insurance companies, municipalities, fleets, and ordinary owners depend on those shops.
Many technicians also hold professional certifications and receive ongoing training.
Fix said independent repair businesses are not asking for permission to ignore safety rules. They are asking for access to the same information that dealerships use to repair vehicles consumers have already purchased.
She believes the automakers entered the White House expecting a conversation about protecting the existing repair system, while the administration began asking a different question: how to protect vehicle owners.
That interpretation is partly Fix’s analysis rather than a documented statement of the executives’ intentions, but the timing of the memorandum clearly shaped her conclusion that the industry’s strategy had backfired.
Memorandum Directs EPA to Remove Barriers
The presidential memorandum, titled “Lowering the Cost of Living by Promoting the Freedom to Fix,” does not immediately give owners unlimited authority to modify emissions systems.
Fix said it directs the EPA to review and clarify what lawful repairs people may perform without violating federal emissions law.

That clarification could matter because owners and mechanics may fear that repairing or returning a vehicle to its original condition could expose them to enforcement action.
The order also asks the EPA to encourage additional certification pathways for aftermarket emissions parts.
Fix said the current system relies heavily on certification through the California Air Resources Board, commonly known as CARB.
She argued that when one process becomes a national bottleneck, it can delay new parts, reduce competition, limit consumer choice, and raise prices.
The memorandum also reportedly directs the EPA to consider giving lower priority to civil enforcement against people who make good-faith repairs that restore vehicles to their original configuration or assist others in doing so.
Fix welcomed that language because it framed federal policy around affordability, competition, choice, and ownership rather than simply around restricting access.
Still, the order is only a direction to an agency. Its practical effect will depend on how the EPA writes guidance, develops certification alternatives, and applies its enforcement authority.
The details will determine whether independent mechanics and owners see meaningful changes or merely a change in political messaging.
Pardons Added to the Administration’s Message
Fix also discussed Trump’s decision to pardon several people convicted in federal emissions-related cases involving aftermarket tuning and vehicle modifications.
She emphasized that the pardons and the presidential memorandum were separate legal actions.
The pardons addressed specific criminal cases, while the memorandum established a broader policy direction for the EPA.
Taken together, however, Fix believed they sent a wider message that the federal approach to vehicle ownership and repair was changing.
She described the developments as a shift away from a narrow argument involving mechanics and diagnostic tools toward a national debate over what ownership actually means.
That does not mean all emissions modifications will become legal or that owners can remove equipment without consequences. The memorandum does not eliminate federal pollution laws, and the pardons do not automatically change the rules for future cases.
The larger question is whether enforcement has sometimes treated legitimate repair work and deliberate emissions tampering too similarly.
Clearer standards would help both consumers and regulators by separating people trying to repair a malfunctioning vehicle from those intentionally defeating legal controls.
Ownership Now Extends Beyond the Hardware

Fix ended by arguing that most people who spend $60,000 on a pickup truck or family SUV believe they have purchased property, not a temporary license controlled by the manufacturer.
They expect to decide whether the vehicle goes to a dealership, a trusted neighborhood mechanic, a repair chain, or their own garage.
Most owners will never rebuild an engine or diagnose complex software themselves, but they still benefit from having those choices.
Fix said the White House action may have turned right to repair from a niche industry concern into a national discussion about ownership, competition, subscriptions, software, remote features, and personal vehicle data.
The technology itself is not necessarily the enemy.
Connected systems can improve safety, identify problems earlier, and make some repairs easier. The concern is whether manufacturers use that technology to maintain control after the sale.
A car owner should not lose meaningful ownership simply because the vehicle contains software.
The new memorandum does not settle that debate, and Congress, courts, automakers, independent shops, and regulators will continue fighting over the details.
However, Fix believes the week’s events changed the direction of the argument.
Automakers went to Washington hoping to influence the future of vehicle repairs. Instead, they may have helped produce one of the strongest federal endorsements of consumer repair freedom in years.
